Diplomacy Text Quirk

I was playing a game and had Washington in a Pact of Cooperation Early.

He then starts founding some cities by me, and sends me a message saying "Our pact of cooperation has outlived its usefulness".

I gave him the pleasant response.

So a few turns later I ask him not to found cities by me and he says "I see you don't know how to cooperate" or something along those lines.

Doesn't that text seem out of place, considering A) We don't have a pact of cooperation, and B) He is the one who canceled it?

He is just being a jerk. I am sure the AI looks negatively at those requests.

The "I see you don't know how to cooperate" comment is the only response I've ever seen when I've asked the AI not to settle near me, it may even be the only possible response.

Well then its poor design to use cooperation in a random diplomatic line when COOPERATION is a specific diplomatic mechanic. Especially if the game is going to be so opaque.

The Japanese attack my allied city state of Genoa.
Next turn I ask them what they want to make peace with Genoa and they offer it for free. I accept.
Next turn Odo says "I hope you don't mind that I attacked your city state". Actually, no
Next turn Odo delcares that he is protecting Genoa.
Next turn Odo says "You should stay out of Genoa. It is under our protection". Erm, if you think so.
Next turn he cancels a pact of secrecy.
Next turn he cancels the pact of co-operation.
Nothing else happens and I stay ally with Genoa all game and just ignore Odo completely.
