Diplomacy w/ Max Civs

Just picked up Civ3. In diplo win only shows 7 civs + me. Also cannot create embassies with all civs.
Is this a bug or am I missing another window?

In the foreign minister window hold "Shift" and click on a another civ then there should appear a little window were you can choose what civ you would like to replace that civ with.
A bit confusing, isn't it?

You should be able to create an embassy with any civ you have met or gained a contact with, although it may be possible that if you do not create any embassies then some would not appear on the list...

You can click shift+D on the main game screen, and a window with all the civs pops up.

The big problem I have is that it takes about 24 Shift-RClicks to get the entire picture in a 16 player game.

Use the small 'D' icon on the right side of the information window. This gives you a list of all civs (no pictures).
