Which would be fine if the AI could handle it. We don't have our entire army mill around at the base of the mountains waiting for the Taliban to drop mortar shells on their heads.

I'm playing a game at Immortal with China where I've only fought one war against Elizabeth who settled smack against my border city stealing a luxury. I declared on her but this didn't seem to affect relations with other civs too much. By and large I've been trading luxuries for cash, my military has been weak and everybody has been mainly friendly. A couple of civs got grumpy but went friendly again.
From other games it seems to me that in some ways the AI acts similarly to city states. They (sort of) let you off for one DOW but a second will make them much stroppier.

Well, true, but that applies to just about any tactic at this point.
