How does they work? And all level of spy when work has not make difference right?

When you assign a spy to a peaceful opponent's capital (no other city will do!) you get a query box asking if you want the spy to be a diplomat or a normal spy.

The diplomat takes a few turns to kick in (its status will be "Making introductions") but when it's ready, it will start doing the following:
- you know what the other civ is going to vote in the WC
- you can trade WC support in the diplomacy screen
- you receive (one-way!) tourism boost of +25% against them

In addition, you can get intrigue (information about "surprise attacks" and so on) from diplomats.

I don't think the level of the spy matters.

If war breaks out with the enemy in question, your diplomat flees their country and can be reassigned.

You also get one additional vote in UN (you get diplomats after UN, not as part of World Congress IIRC) resolutions for each Diplomat. This last bit comes in really handy for Diplomatic Victories!

No, you get one additional delegate per diplomat after reaching Globalization.

I believe you need Globalisation for that.

...and when you research Globalization, the WC becomes the UN.

I'll have to play around with the new mechanic a bit more. I didn't assign spies as diplomats until I reached Globalization and the message mentioned the benefit. Perhaps doing so earlier has its perks as well.

No it doesn't. WC becomes UN (and diplomatic victory becomes possible) when WC reaches atomic era. Besides, only the civ receiving Globalization gets the extra votes.

One additional vote per one dip spy, right?

One additional vote per diplomat, once you discover globalization.

No sweat, I actually had to beeline globalization to get the diplo vic in time before my first BNW game. I was a delegate short of victory and Dido wouldn't let me scout her territory for that one missing CS...

Fair enough, I guess I should just pay more attention them. Does ideology vs no ideology count as different? For example, I have freedom and they haven't any ideology yet?
