I play the PC Gathering Storm post patch version through Steam. At a world congress vote, I had no diplomatic favor points to spend so I could not select a choice to vote on. When I exit out it just shows "please wait" in the circle in the lower right hand corner (where it says "next turn" and "unit needs orders"). I'm unsure why I have zero diplomatic points, that could be the bug. Are there any ways to avoid these councils or are they required. Also, I can't go back and trade for diplo points as I am currently grinding the 3 remaining civs into a fine powder. Any ideas?
