My Civ4 game, I've noticed, might be significantly sped up if I could disable the forest trees waving. It's an unneeded detail and one I hardly care for that seems to eat up my performance. Note that I'm using a fairly old machine with only 1gb of RAM and a 128mb video card, nothing incredibly wrong. Could anybody help me?

You can disable all of the "background" animation, such as the wavy trees, the moving mine carts. smoke from chimneys, etc, by going to the option screen (Control-O) and choosing the graphics tab. One of the options is to have animation on or off. It is referring to these background animations. Turn them off. That will help your speed a lot. I keep mine off.

The thing is that also shuts off unit animations, and I like those. I guess I may just be a little picky from playing Minecraft with Optifine, where I can pick what I want in terms of performance/quality, but it counts to me.

The setting that I am thinking of does not shut off unit animations, only the background ones. I have it selected and my units are all animated but nothing else is. I am using the Mac version of BTS. Perhaps there is a difference in the way the setting is implemented in the Mac and Windows versions. I do have the Windows version installed as well in a virtual Windows 7 machine. The next time that I go into that, I'll have to start up BTS and see if the animations work the same way.
