I'm trying to eliminate the possibility of "instant expansion" from goody huts.
I've played around a bit, and figured out that if I switch "Start Unit One" and "Start Unit Two," goody huts will occasionally provide workers, but won't provide settlers any more. So far, so good. (Well, actually, it's a bit awkward, since that also means that the game expects you to move your worker on Turn One before you actually build your first city, but I can live with that if I have to.)
But it's still possible for a goody hut to just turn into a new city. Granted, it doesn't happen often, but still, I dislike it. Does anyone know if/how it's possible to prevent this from happening?
