Disappearing captured workers

I have found that often, after my workers are captured they simply disappear. This happens even if they are captured in my territory and there is no way the AI could move them into their own cities or territory. What happens to them?

The AI might have disbanded those captured workers, so that you can't get them back.

This happens to me.

I think there is an algorythm which ckecks to see if the captured workers can move out of your territory or not. If they can not, they are disbanded to prevent you recapturing them.

I've seen a rather multinational stack of Workers captured by the AI before and it decided to kill every one of them that weren't its citizens. The stack got captured as Incan, Persian, Russian, Zulu, Viking, and when I got it back it was just Incan.

Obviously they place more value on getting their own people back than they do on getting other slave workers.
