somewhere , i assure you.
Songhai went to war with a neighboring CS , and , it did not go well.

Yes, usually ,CS's tend to raze ,and , usually aren't capable crushing a major power like this ,but ,the fluke of CS "empires" are not unheard of , albeit rare.

Now , my question : Lets say , i wanted to restore Songhai to its former glory ,however , i wanted to avoid the AI's permanent ,and , eternal memory of : me once being in a war. Even Songhai would not understand , and just see me as : "a warmonger that picks on its lesser neighbors." Because its a CS , i would get a penalty of conquering a CS for all 3 cities as i took them , not enough to set off the liberation modifier , if i just went in there "guns a blazing" , i would be an eternal warmonger in the eyes of the world. Defense pacts and war treaties don't count for CS conquest , so , even if : Songhai didn't just yield at its zero hour , i still wouldn't have been able to help conventionally. While i have friendship and embassy , the cheap bastard wouldn't do shared boarders without a GPT , which i couldn't have done , because i am struggling to stay into positive gold at the moment.

As for a pure diplomacy solution : trading all the cities , and , trading them back to Askia. CS's don't have the ability to trade cities, aside from : you usually come out behind ,when you play real estate agent with the AI, and , i don't have enough spare resources or gold to take heavy financial hits.

Speaking of finances :I am Austria ,so, i have an ace in the whole for this , however , due to my current gold crunch , i couldn't execute the action any time in the near future , besides which : My master plan had me keeping Jerusalem ,and ,some other CS's in tact for future WC votes. Basically only marrying the CS's like , Manilla that have their own little islands , to avoid contested boarders.

Personally, I'd make doing whatever city quests that Jerusalem wants a very high priority. Lots of luxuries and strategic resources.

But if you are already at war; the way to prevent diplomatic penalties is to liberate all those city states from Jerusalem and then declare peace when you've done that.

But with Tomboucto already red lined, even better if you wait for Jerusalem to finish conquering it; and then you can liberate it as well.

Well , i am not , or have not yet been , in a war. Amazingly Germany , or Poland have not made DOW yet ; to capitalize on Songhai's vulnerability. Songhai had surrendered just this turn , the last possible it seems , to avoid complete destruction.
Jerusalem took Jenne early on , i guess Songhai was "pot committed" at that point , and , just kept "calling" all of Jerusalem's "raises" until it was "tapped out"
I guess , if i get my economy back on track, i marry Jerusalem ,and , have the lions share of that continent under my control.
Its a shame there isn't a deeper game mechanic where : Jerusalem becomes the empire ,and , Tombouctu becomes the CS.

Yeah it is a pity, that kind of stuff is much more crusader kings than this game though.

I didn't realize you were playing Austria above.
I'd wait for Jerusalem to finish off that last Songhai city on that land mass and then quickly become allies with them just long enough to marry.
For the similar Venice case, I'd send my next Great Merchant of Venice out that way to buy Jerusalem (again after they finish off Songhai)

If AI Maria the 1st is in the game, marrying / buying is much better because she can easily get a copy of all those luxuries with her UI if it remains a city state.

Dude, you're playing Austria. This is the best gift you could possibly be given.

Ally and marry Jerusalem, those are some good cities and I'd be willing to bet that Gao has a few wonders.

Hmmmmm...actually, yes , i may have landed ass backwards into discovering a tactic exploiting the Austria UA. Conquest through secret war. Whenever another civ wars a CS. Gift them massive amounts of units. This would also keep the influence high. When the CS takes the enemy capitol, call a minister and a caterer. Then i get most of the gifted units back for the "rinse and repeat"
A conquest victory with absolutely no warmonger hit. However : this would depend on other civs warring a CS ,and not giving up when they were outgunned.

Very intriguing! I rarely have “massive amounts of units” but if you can make this work even twice in one game you should write it up! One AI civ or another DoWing a CS seems pretty common, but they only seem to go on to conqueror the CS about half the time, so I think you might really be onto something.

Jerusalem has more cities than you (the player), that makes YOU a city-state!

Give them some quests to do.

Isn't King Solomon's mine 2 tiles from the city of jerusalem, that might explain how it manage to beat Songhai.

Anyway, you better denounce Jerusalem as a warmonger ;)

There's a easy way to solve that problem.

You must be allied to city state.. ok now is that done?

Declare war on whoever city state is fighting and never accept peace.
THe AI will be forced to fight to death.
