Display problem with the harbors production bonus

CiVUP is messing up somewhere:

Harbour is not giving +1 :c5production: to sea tiles. It seems as though a VEM balance change has been applied under CiVUP, which is totalling ruining a great game of mine where Im missing out on 4 potential :c5production: on one of my cities alone because of this...
I've tested it 3 times with all other mods removed and am pretty sure this mod is doing it.

Please try to keep the balance changed in VEM since not everyone wants to play with those - the balance in that mod is like an ecosystem and don't fit in very well with the std. game in bits and pieces.
 
Ok apparently its a description (display) problem with the harbour. It does give +1 :c5production: although its not displayed.

There is another problem that I'm seeing. The main reason I downloaded this mod was to get a fix on the upgrade problem whereby units such as Egyptian or Mongolian Cav Archers were not having their promotions from ranged transfer over to melee. Apparently it works with the VEM mod, however the change is listed under the CiVUP mod:

Upgrade Promotions
Promotions update melee/range status when upgraded. For example, when you upgrade Crossbowmen to Riflemen, Accuracy promotions convert to Shock, and Logistics converts to Blitz. This occurs when you end your turn.

I'm wondering if there's a reason its not working. I have a savegame if you're interested in checking - my keshik isn't having its promotion changed, even after waiting for 1 turn (or several as the case may be)
