I don't think there's very much difference from the AI POV, and only small tweaks to the game mechanics. That's why I chose to use a GL and a tech. as intermediaries.
The GL would have to have a flag telling it what underlying tech it was developed from and the added ability to "research" that tech. The actual mechanics from there on would be simpler because the game would just be following all the same rules it always does.
I will give my idea 2 criticisms though, and some possible solutions.
First, the UU won't be available immediately and may often appear towards the end of their useful lifecycle. Either increase their special abilities a little, make their promotion cost to the next level unit cheaper or automatically promote to elite of the next class.
Second, GLs seem extremely rare in the early game (unless that's a factor of my playing style). If this is the case there may need to be improved chances of getting GL's early on.
I think my idea to weight the chance of getting a GL on the difficulty of the battle might help that, too.
