More specifically, if you are going for a culture victory how many campuses do you build and vice-versa?

Ok, a few things:

  • Play the map. If you have 3 really good places for a Campus, that is (probably) how many Campuses you should build. Science is always very strong.
  • As I was discussing yesterday in another thread, the Inspirations and Eurekas are a helpful guide to how many of which District the game assumes you are likely to have. So, around the Classical Era you should probably have around 2 Campuses (Recorded History Inspiration). I find I don't often get that particular Inspiration when doing a CV too often, though.
  • Remember, you are still playing for a Cultural Victory. Look for ways to a) build up your Culture and b) leverage your Cultural advantage (like getting an earlier shot at strong Policy cards and higher-tier Governments).

Short answer? With Science Victory and Cultural Victory, I'd say you want at least 2-3 of the "opposite" District (Theater Square for SV, Campus for CV). Just don't take that as gospel: play the map, pay attention to what the AI is doing, don't neglect your military or expansion.

2 or 3, depending on adjacency. 3 can be nice to get a discounted 1st theater, but you really only need +9 adjacency and you can often get that with 2 campuses. You need to find a way to get science to 130/turn or so by the end of the game. You don't need most of the lower part of the tech tree, but you need to get to flight (too many tourism-generating things to spam these days), then radio, then computers. Radio and computers aren't really needed in low-opponent culture games, either. The rest of the tech tree doesn't really matter much, unless you are playing a really long game (have Peter generating a lot of culture, for example).

In a typical game for me these days, I am getting more tourism from builder-built things than from great works. Hmmm, that gives me an idea for a challenge. I think I'll start another thread.

A Theatre square is a core district for the Space Race. The relevance of culture drops off very late (so does science) in favor of production.
I'd aim for 150 culture per turn for a space race (small map, normal speed).

This pretty much answers the question. The one deity culture victory I have, I played as Kristina and I used the "max out great works" strategy. There were two AI civs trying for culture and they were trying to get there via wonders (which doesn't work on its own), but because they had such high culture from those wonders, I had to have flight, computers, and the environmentalism civic to get enough tourism to win. The campuses are how you get ahead of the AI so you get those tourism bonuses before they do.
