Personally i dont like one-time instant yield bonuses in this game, because of how hard to calculate its long term strategic effects ( never play through Progress also ). There are two religion openers that do not give you instant bonuses ( they mentioned in title ).

And one of them ( in my opinion ) looks way stronger ( Theocratic Rule 15% gold 15% culture 15% faith in ALL cities during WLTK day ) than another ( Divine Inheritance 20% all yields in Holy city during Golden Age ). It is simply no-brain choice as for me. Once you get about half luxuries ( directly or via trade ) your cities spends most of their time in WLTK-celebration. Needless to say that Golden Age is a much much more rarer occasion, except for some very specific builds. Even so multile cities bonus outperform Holy city 20% yields.

So we are talking about strategic game of balanced and meaningful choices and i wonder - is there a balance mistake? May be WLTK-bonuses also should work Holy city only?

Are you playing tradition or authority?
As tradition I think divine inheritance is overall the best belief, and a major reason to do a golden age strategy. The AI also performs the best, by far, with divine inheritance.

Theo Rule is basically the only enhancer that is wide-friendly. It can be very powerful, because it is very easy to activate, however it has drawbacks. First you need good base culture/faith in every city, the +15% won't apply to bonus yields, and it likes to round down (if a city has 6 culture or 6 faith per turn it won't actually give you any benefit.). The gold works better (you can get decimals).

I despise both of them, and as tradition I'd pick ceremonial burial every time. If you win faster (around turn 200-250) then instant yields pay off better than long term yields % increments.

How many cities are you usually able to spread to?

Theocratic Rule is better for wide, Divine Inheritance for tall.
DI is also great for Korea since that civ gets bonus GA, while TR is great for China/Brazil with their bonus to wltkd. Otherwise I just pick these 2 founders only if the better ones are taken.

Theocratic Rule + synagogues on Wide China with Progress is insane, especially when a single great work/settlement//conquest triggers WLTED for every city.

The real appeal of divine inheritance is that it also gives your capital +20% food and production. This can help you rush wonders during golden ages. Egypt would have the best synergy, since with divine inheritance they'd have +60% wonder production during golden ages. But it's also potentially a good choice for civilizations that can easily be in a permanent golden age like the Aztecs.
