Just had this idea and not sure whether it will work.

First, totally conquering a Civilization (Civ A). Civ A can be a City State.
Second, give one of its former cities away to Civilization B.
Third, declare war to Civ B, re-take that city and "liberate" Civ A.

Civ A is therefore forever in debt to the player and will offer its UN vote.
Will this work? :lol:
 
Uhh... yeah, I guess. Probably not practical to do much of that in a given game, but it should work. Except, replace "can be a city state" with "must be a city state."
 
i don't think you get the option to liberty a city state you had previously conquered. it's easy to find out.
 
I've tried "liberating" a CS that I previously conquered. At least as of the patch before 275 it didn't give you the "liberate" option upon reconquering it.
 
It's also how it works for civilizations. You can't liberate someone you conquered in the first place

So we have to be more cunning about letting CS and civilization getting conquered by someone else. (95% by the player, but the last hit was done by another Civ) :D
 
On a slightly tangential note, it's immensely satisfying to "encourage" an allied CS to take an opponent AIs city for you, so you don't have to puppet or annex it. I suppose it might be theoretically possible to manipulate things as the OP was hoping. You could do the same with an AI that is at war with a CS, only to liberate it later.

It can be tricky and I don't suppose it's something you'd use as a primary tactic, but given certain circumstances, it can be very convenient.

It is accomplished by gifting the CS troops, or breaking down a cities defenses while the CS troops are nearby, or a combination of both. I think it's as close to "proxy" warfare as you're going to get. I would LOVE to have some sort of more legitimate proxy war system in the future though!
