If I were to download the DLC that includes the Inca, can I copy the assets for the slinger unit into my mod? Is that possible? Is that legal?

No idea about the legal; possible - not sure. You can't get into the granny file to muck about, but you might be able to make a modded units xml file which points to them, and include the relevant files in the mod. Perhaps.
