DLC trouble

When I go to play mods, the only civs I can use are Spain, Mongolia, or Inca. Why is this and how can I get all the normal ones on there AND the other DLC ones?

Well Im running a few, mainly TSL and some civ ones, but thats it. And now it lets me play as norm and dlc, but i cant scroll
