DLC leaders not complete?

The Napoleon, Tecumseh, and persona pack challenges have shown up but only 51 instead of 55. All the base game leaders have four unique narrative event quests, but the DLC ones don't' have these. That's pretty shabby of Firaxis to not provide complete leaders when they are charging extra $$ for them. This will be my reason for boycotting DLC until they are discounted 75% or provided with the missing content.

Yeah, this is kind of lame. They're charging a lot of the extra leaders and personas. They should come with the full set of quests!
