I played a culture 3 city game as the Indians yesterday. It was settler only, but still I had some monster bismark on the other continent who managed to wipe out Elizabeth and ended with some 15 cities or more.
During the whole game, I had like 5 units (3 garrison and some horse and catapult). I got a lot of units from friendly city states however (I had all city states as my allies), and kept gifting them to my other allied cultural and maritime states.
Pretty much all the time I had the most power, and in the end by a huge margin. I upgraded my units over time, to infantry and cavalry, artillery. But still, I saw that Bismark had a lot more (although older) units. So I wonder if the units that I gifted to the city states somehow count for my power instead?
