Do everyone need to own a scenario pack to play multiplayer?

Can anyone clarify if all my friends need to buy a specific scenario pack in order to play multiplayer?

I tried to invite a friend that did not own the Australia scenario pack to play outback tycoon but he received an error message while trying to attend. Help appreciated!

Yes, you need to have the DLC to play any scenarios or civs in that DLC. Your friend could play a regular game with you, but won't be able to play Australia, or Poland if they were missing that DLC.

You can play in regular (non scenario games) with people who are using the DLC civ's even if you don't have them, though Like I could play with someone who is using Australia in a Pangea FFA even if I don't have the DLC.
