Do flooded rivers give benefits to urban districts?

I built a few urban districts on a river. It has flooded several times. I see the popups of "+1 production" and such, but I am not sure if it is applying. Anyone notice if we get the boosted yields regardless of district type?

PSA: I don't recommend building urban districts on rivers. They are expensive to fix, and your river WILL flood. :)
 
Unless you play as Khmer, your buildings/urban districts replace the natural yields of a tile, floods only affect the yields of rural districts.

I play Shawnee yesterday and either it’s bugged or I don’t understand how this tradition works:
Kakawfe Pafkotaweta: +1 Culture and +2 Gold for every time an Event has provided Fertility this Age. Improvements, Buildings, and Urban Districts do not get pillaged by storms.
Is the tile supposed to get 1 culture and 2 gold (this definitely wasn’t happening) or is it just a flat general boost (which is impossible to say since these events occur between turns)? If the latter, is it everywhere on the map or only tiles in your empire?
