Do I meet the requirments?

Greetings to all.

I'm an owner of the Civilization Warlords game. I have a quite laggy game experience so I wanted to check if I missed something.

Here are my superb system specs, hear me meow:

I have no idea what the above mean.

According to http://www.2kgames.com/civ4/warlords/sysreq.html I meet the recommended requirments. After a quick stroll in the tech section threads, I notice that low RAM is usually the issue, but system requirments recommend 512 MB RAM which I think I already posess.

Am I missing something here?

You need to update Windows XP for sure - the game won't do well with Service Pack 1
You are at the low end of the requirements - so don't expect it to run perfectly. RAM is indeed one main factor in that.
I am not sure about the graphics card, I *think* its ok but others might know that with more certainty...

Installing SP2 significantly increased game speed.

Ori wasn't kidding about RAM either, and you were also correct to assume RAM plays a significant role too. See if you can't bump yourself up to 1 or even 2 Gig... that will also make a BIG difference, especially late in the game when more units and bigger civs are running around.
