Do we declare War on Babylon or Wait for an Incursion?

Our original method of declaring War on Babylon was to wait until they moved their troops into our territory on their way to fight Germany, then demand that they leave, so that they would declare War. Germany and Babylon are now at peace however, so the wait could be a long one. So do we:

1. Declare war as soon as we are ready (see military plans here). We should be able to mop up Babylon in only a few turns, so War Weariness should not be a problem.
2. Wait for a few turns when we are ready to see if they will trespass (please post how many)
3. Keep waiting until they trespass (they could get Cavalry themselves soon though)
4. Other (please post what)
5. Abstain

I think we should declare war as soon as we are ready. If we can get them to declare war on the turn that we're ready to attack, that would be fine, but otherwise we should do the declaration ourselves. Babylon should be wiped out as soon as possible.

We could wait one or two turns while we're almost ready to see if they pass through our lands, otherwise, just attack (would have chosen other... but #2 was the closest).

we can flank them, and have a very strong force. Lets kill them ASAP and eliminate them as a threat to our nation at last.

Sun Tzu says: only engage in combat when you are ready. So we declare when we are ready, not later, not earlier.

indeed, we should be ready. and I think we are ready NOW.

I think we have the appropriate number of troops already. We'll be ready once they're in position to destroy Babylon, a process that shouldn't take more than a few turns.
