Do we know if you can defy UN resolutions?

Once passed, resolutions must be obeyed and cannot be ignored, but they can be repealed in subsequent meetings of the Congress (the vote process is the same as for passing them). - Arioch

As cool as that sounds from a real life perspective, it would pretty much make the entirety of the World Congress addition pretty moot from a gameplay one.

Not if there were penalties associated with it, such as trade sanctions.

That's too bad that you can't. Now that there's a whole trade and diplomacy system never before seen in Civ, it would be a prime opportunity to make realistic consequences for UN defiance. It's horrifically unrealistic that it can't be defied.

^ This. The Firaxis folks have said in various interviews that they thought about the issue, including what remedies might be appropriate if a civ flouted the WC, and concluded that WC resolutions needed to be treated as binding (same effect as game rules) while they are in effect, rather than compliance-optional items.

The UN is as powerful as the military force behind it. Just imagine that the World Congress has the means to literally incinerate your entire civilization if you try to ignore their army tax. :U

I always thought about this. But after hearing from the devs that it wouldn't be good to be introduced (saying they considered it) I believe that this is clearly an example of where gameplay is more important than realism. Civ is a game first and foremost, not a simulator.

If those penalties include ruined relationships with AI or anything just AI related then the World Congress would be useless in a multiplayer perspective since real multiplayer games are against players only.

I agree with the Devs here. If people can leave the WC/UN then the worst penalty you can inflict on them can never exceed the penalties for leaving. The way it is now you could really wreck someone's day with it.

Only if the AI can actually bright me to their knees begging for life with equal level of tech development.

Only time I ever lose is when I go into Deity and watch the AI cheat like hell after routing their armies for 200+ turns by seeing them reach Information era while i'm in renaissance after 200ish turns.

If the AI can actually make me fear for my existence only then I will respect world congress, at the moment I see it as a tool that pansy ais use as a way to get at me to make up for their fail armies.

I think I read somewhere they tried it but it was really easy to abuse or something.
