Do World Wonders (in general, not specific ones like those with bonus great works slots) help tourism output?

Not without some other factor making them.

Not by themselves, no. Certain other effects (such as the Hotel) can cause them to generate Tourism.

Eiffel Tower does generate 12 tourism, but most wonders do not.
