Not only have I never used a nuke, I have never built one, never had a major war with an equivalent tech AI during the late modern era or even seen the AI use one.
So I voted no.
In civ2 when I had lots of wars with equivalent tech civs, I tried to stay away froom them. However if the AI nuked any of my cities (as they always did in a prolonged encounter) my rage would be too much to contain and their lands would go up in a haze of pink cattle skulls.
Actually towards the end of my civ 2 days (when I doubled production and food, increased money by 250%, multiplied by 10 the turns needed to get a new tech and then played on the best available map (GIGAWorld)) I used to build armies of spies to plant nukes in the enemy civs. So you could take out a whole civ in one turn!
