What do you mean a mod? A moderator or a mod for Civ 4?

Because to add a mod for Civ 4, you start a new thread, and then up-load the file to a third-party source or the CFC up-load server, and post a link to the file.

Go to 3D Downloads, or RapidShare and upload your file there. Then post a link to that place so we could download it.

Yes, go to the bottom of the scroll, and click "Upload File."
