Does anyone use Public Transport?

It seems by the time I get it, the amount of money it gives is insignificant compared to using that slot for something else. Also most of the time I would have to divert a lot of builders and waste their charges to use it.

It just seems not worth the slot.

Unless you are going for mass farm-to-neighborhood replacement in a short number of turns (just the period between finishing one civic and finishing the next), there are usually better choices. And even then I would skip it if I have lots of trade routes going, so even several hundred gold is nothing but a few turns of regular gold production.
