Does Miriam get her 25% attack bonus against other faction's psi units?

I'm the University, and in the first few turns I discovered the Believers are my close neighbors. I already have the option to study Centauri Empathy. If I do, will the any Mind Worms I build be immune to the Believers' +25 attack bonus?

Yes. I tested this in the scenario editor. Miriam does not receive the 25% attack bonus if either the attacker or defender is an alien life form.
