Does Propaganda policy help during peace?

Does your war weariness decay faster if you use that policy AFTER a war, during peace?

Is there any way to accelerate war weariness decay?

I have a -40 diplo penalty with everyone from taking 2 cities.

War weariness and diplo penalties aren't the same thing. War Weariness applies to your cities, and makes citizens unhappier (requiring more amenities to keep them in check).

I think what I wanted to ask was if the Propaganda policy will help reduce my war mongering score (the flat diplo penalty that all other Civs apply to me)

I noticed that it's slowly going down, 1 point every 2-3 turns.
I want to know if there is a way to accelerate that decay.
