I've only played two conquest games, and haven't really tried rcp on them. I tried it a couple of times on vanilla, and, man does it ever fix your corruption problem on vanilla.....
Fixed as a bug. Cities the same distance from the capital are determined based off of year founded and then database order, so this exploit is no longer possible.
