Domestic Increase Income Program, poll or no poll?

I'm basically asking if this should be something worth being polled...

The basic policy of the DIIP is to decrease expenses then increase income, this is one of our policies on the goals/policies on the wall street page.

This program wouldn't do all cities at once, but the cities that benefit most and gradually do all the cities (this doesn't wanted wonders, or wonders being built such as universal suffrage), and it is ESTIMATED to be around a 123 GPT gain.

In the formula of the DIIP is:
A)I assumed that courthouses and police station took out 50% of corruption, and I counted the commerce they made first before marketplaces and banks. Plus I also rounded up
B)I didn't include what WLTKD might have done
C)I already added in maintence costs to it including our adams smith to the maintenence
D)I didn't cities that didn't need improvments and improvements that didn't do anything or negative. I also ignored improvements being already built

I support it, as these are our developing cities. Also, we're at war with the Greeks, so it would have to wait 4-5 turns or so (in most cities).
