Can you stack Oligarchy with Oligarchic Legacy card?

The only threads I can find on this topic are from 2018 and they say its possible. Surely this loophole has been closed?

Also, I know that a garrisoned unit in a city center dies if you take it, but what what if the city also has a second unit garrisoned in the barracks, what happens to that 2nd unit?

I'm pretty sure the unit in the encampment will stay, and won't be able to reenter if it moves out, but I'm not at all sure about that.

As for the first question, I'm pretty sure it's impossible to stack the two, as you only get the oligarchic legacy card after transitioning to a tier 2 government. Though maybe they can still stack if you switch back to a tier 1 government? Never tried this, no idea how that interaction would work, though my guess is that going back to an earlier government removes the legacy card.

I actually have experience on both. Stay or not stay.

In one game my unit was able to pillage an encampment that just changed hand (and if you don't move they cannot repair). In another game the unit on that tile disappeared.
