Draft Units

Everyone knows that drafted units are supposed to be inferior so how about making them weaker, have the same amount of HP, but also be able to rejoin cities after war?

or can you already do that in the editor?

can you even change the drafted unit in the editor?

YEah good Idea. I can finally use draft thing.(hate to lose my pop) But thats not availible in editor I think.
