dumb question about new pack

I changed my user name and my password. (I have anew email address). When I go to buy the new pack, it says I don't own Civ VI. How do I correct this?

Contact the "store" where you play... Steam, Nintendo, Xbox, PS4, etc.

Managing the account is probably the store's job, not Civilization's job.
