How do you get the world leader option to become available at the world congress? I have every single city state as an ally and have like 18 delegates which is more than everyone else combined and yet no world leader option pops up at the meetings. Do I have to wait until the information era or something? I dont get it

You have to advance WC to atomic era, which is when World Congress becomes UN.
