Dumd question about culture bomb

I seem not to be able to understand what culture bombs are and how they work. What is it? What are the steps to do it? I often get the great person Engineer that does a culture bomb but I don't know what I am doing. Where do I place the piece to take over opponent's territory? Dumb down your answer so an old man can understand, please.

A culture bomb gives you the adjacent tiles surrounding the tile where you place your industrial zone after you’ve activated that engineer. If placed bordering another civs tiles they’ll be yours unless there’s wonders or districts on them.
In practice this isn’t too useful but certainly fun!

I believe it only works if they're also within the 3-tile workable radius of the city. At least, that's how Poland's seems to work.

There are also other ways to get culture bombs
eg Khmer build a holy site
Netherlands build a harbour
Australia build a pasture
Poalnd build an encampment or fort

The engineer giving cbomb to Industrial Zones is not very useful, but I used it in my last game.
Sometimes I pick the pantheon belief that allows Holy Sites to cbomb tiles, which I find most useful cbomb mechanic.
The best use is to buy a 2nd ring tile in a new city and build the district there, so you reach 3rd ring easily.

I didn't know about the Dutch ability - a Harbor is usually next to city centre and the effect is minimal.
