Hi everyone!!
Once upon a time I played Earth18 with all my buddies online. We would have epic battles through out the ages but then something happened.
Some of the good players would take rome (or any power civ on the map, england,persia,china,japan,egypt) while all the other good players would take hard civs to play on the map like aztec russia mali and arabia. While any of the other civs would be taken by new players to the map.
The one good player in rome would kill all the new players (noobs for lack of a better term) and AI in europe and egypt before 200 AD
this basically ended the game cause the good palyer would have science and production far better then the other civs battling it out on the map (asia, middle east, america).
Then the dreaded (but awsome game) warlords came out. So people created the earth 24 map which included the new civs and traits which was awsome!!!!! But the map required the mod which unfortuanatly most people online dont have.
Me and my online buddies played earth 24 for a few days but we felt that themap had lost popularity for being unbalanced and it required the mod.
So we were forced back to the random map generator. Eventually the europe map came out
my buddies and I loved the map and still do but one thing bothered me. It was toooooooo balanced. Everyone got copper/iron/horses/insane food resources in europe.
Somehow i deduced in my brain that if everyone got the same resources then if all the player's were equal (most of my friends are) then the map would be stagnet. This bothered me yet again.
Now after playing europe for 2 months or so. I find myself longing for earth 24 again. So I decided, to increase popularity back into my buddies, I would take rhye's map (big thumbs up and credit to Rhye for making earth 24) is to balance the map.
2 of my friends tried balancing the map but one didnt have enough changes and one made it like europe! so i did it myself from scratch.
I immediately decided that the celts had to go (just not enough room in earth) so it became earth 23.
I've finished the first prototype of the map. Here is the link to the map in the DB (database) Put the map in warlords/publicmaps/earth24/privatemaps
you also have to copy it into warlords/civ4saves/worldbuilder
From there you should be able to load it with earth24 mod form scenarios

I didnt make to many changes to the map (like giving everyone copper/iron/horse in europe) but the changes I made are key in the long and short term.
Here's the spoiler of all the changes i could remember.
some general changes i made were like removing almost all huts (still some around) everyone gets a warrior not scout in begining (germany can survive now!)
If you notice any other changes i made that i forgot to list then plz post them would be much appreciated.
North America
1. Added to horses one near aztecs and one near americans to spice it up
2. moved Aztec capital 2 north to ultimate food spot, also changed their starting hill to grassland not plains hill
3.moved american capital 1 NE for the second ocean food source (clams i think)
South America
1. Moved inca capital to the coast so they dont have to waste a turn.
2. Added so connecting land tiles so they dont need gallies to move around
3.Added or moved one of the crabs on the east coast for balanced food distribution.
Asia
Japan
1.moved gold 1 NW cause the best city spot was on the gold now it's not
2.Moved the fish by the silver up 2 N and 1 W for better city spo
Korea
1.Changed the nearby iron source to copper
Mongols
1.Moved capital 1 NE to get 2 sheep
2.Moved their horses 2 north so they are slightly harder to get
3. I think i changed a tile to grassland (not sure)
China
1.No changes
Middle east
India
1.Changed their iron to copper and put a forest on it
Persia
1.Moved their capital 1 north to get horses and oasis
Arabia
1.took the forest away from the former forested hill
2.Added copper i think 3 S and 1 east of mecca (it's on a forested hill on coast
Ottoman
1. Moved their cap away from greece to give them room Capital is by the 2 wheat and horses. (in the land conecting middle east and europe
2.changed the wheat tiles to grassland and added a river
Africa
Egypt (kinda in moddle east and africa)
1.added iron in the suez canal area (1 spot NE of the hill connecting africa to middle east)
2.Changed the hill in cap radius to plains hill
Carthage
1.added elephants to capital
2.gave them some grass;and instead of plains
3. added fish i think 3 squares east and 1 down for another city spot
4.moved the desert iron in North africa (by the for former elephants to desert square near crathage
5.changed mountain to plains hill with forest
Mali
1.Moved capital 2 SE to get all flood plains and elephants and gems
2.added oasis and copper to west side of mali capital on coast and a flood plain
3.cut some jungle east and west around mali (they needed help)
4. moved crab below mali capital east for a second city spot
Zulu
1.added extra crab to capital for food
2.moved gems from capital north
3.added wheat/copper/and fish in middle of africa before jungle) for another city spot
4. added crab to east coast
Europe (the hardest to make balanced)
1.added mountain between spain rome and france to make defendable choke points
2.moved france's horses off river (now 2 W of paris) to stop their chariot rush
3.Move spain's captial 1 east to proper spot
4.moved romes iron 2 S and 1 east to make it harder for prae's to come out
5.took one of englands cows away and put forest on stone
5.added land tile to greece (2 enterances)
6. took iron from greece away and put copper 2 SW on their capital
7.Added fish off west coast of sacndinavia
8.Added a deer reosurce between vikings and russia
9.moved vikings capital 2 east and 1 south
10.added a deer source just west of ural mountians
remember this map is made for multiplayer online, you can play it regular but it's up to you.
Also you require Rhye's earth 24 mod to play this map (i'm trying to get it like the europe map where u dont have to load mod everytime to play it).
Lastly i am testing this map for the early rushes like Rome vs France and Perisa vs India etc.... So i will post a second prototype (already in progress) when i think I got all the bugs worked out. And any suggestions are welcome so feel free to post
