Easiest Quickest Way To Build Resorts?

Hello Civ 6 Fans:

What is the easiest way to build resorts. Which specific tech or research do you need to reach. Also I have built them on several games but don't always know which tile you need except a water front tile. When I see a tile that has wheat or other items to farm or mine, I will destroy it just to see if the Resort option pops up. How do you know if a specific tile will be optional or possible for the Resort option to be used to build.

To build Resorts do you need to achieve a certain point of Tourism in order for this feature to be granted or possible.

Any pro or con info would be great.

They require the Radio Civic. To build a Resort, you need a Coastal flat (no hill) tile that is either a Grassland, Plains, or Desert. You also need the tile to have a Breathtaking Appeal (4) or higher. No Tourism requirements.

I find they are also good ways to make money late game if you don't have many Commercial Hubs, as they give Gold equal to the Appeal of the tile (and Tourism equal to 2x the Appeal). It's a very good idea to combine Resorts with the Eiffel Tower wonder, which increases the Appeal of all tiles in your empire by 1. There are also some Great Merchants that increase Tile Appeal by 1 in the City they are activated.
 
Rainforests, mines, and industial zones kill appeal, so make note of that.

Tiles near Natural wonders generally have strong appeal. Adjacent woods also hive appeal and you can plant them.Note that the actual resort tile cannot have woods and thus needs to be cleared.

Usually I note breathtaking tiles to be near coastal deserts so usually I settle one or two for that.
 
One of the filters for the map shows appeal, easiest way to check.
 
No need to calculate...when you hover over a tile it should tell you the appeal for that tile. The higher the number the better, though you'll need at least 4 for resorts.

Naturally to build Effiel Tower and Cristo Redentor you will need to beeline the Steel technology and Mass Media civic. (Cristo Redentor doubles resort tourism btw)

You would also want to beeline for Conservation as well to replace most of your mines and empty land near the tiles adjacent to coast to improve their appeal as much as possible.
