Editing Governments in Multi-player

I would like to know if it's possible to edit the governments in a multi-player game. This is just for a LAN game that I'm playing at home. I would like to edit a governments abilities so that government can support military units for free I changed the government in both BIX files and it works in single player but not he multi-player and I was wounding if maybe someone here would know why maybe.
