Editor needs revisoin...

Has anyone noticed that the editor doesn't allow specific placement of civs, units, cities, borders etc...
Thereby making spcific setus a near impossibility
Does anyone know a way around it?

Yes, that has definitely been noticed. I'm sad to say that, as yet, there is no way to do any of those things. Being a Creative Cartographer, this omission has hit me pretty hard. There has been a large clamor here at civfanatics for changes in this, but I don't think it'll be changed anytime soon. Look at the "editor wish-list" thread at the top of this page for more information on the editor's deficiencies.
