One way to make it out of this Age -civ switching mandatory requirement could be to just...

Let every civ to just continue on its path...

And for Rome, for example, to be able to unlock Italy (and thus its unique units, etc), the player should be required to fill
some scenario quests during the game ( Acquire paper technology from the Chinese through trade, to unlock printing, could be a requirement for every civs for
being able to advance to Exploration Age cultures) like making a revolution and get out of it with a Nationalist-Socialist government, to be able
to unlock modern Nations for the Modern Age...

Also the contemporary advancement of an Age to another to be mandatory for ALL civs at the same time.... I don't know... It doesn't sound right to me...

I mean, If i conquer the world as the Mongols and get to 2050 with a military conquest obvious, should I not be allowed to win the game even if I
never got to the Modern Age, whilst maybe one or two other civs are trying to get to Mars in the meanwhile??

At one point, even switching Age should not be mandatory.... if this was allowed to be... I can see a LOT more less backslash from less than optimal
civ players that would likely want to do a gameplay of just pure conquest, and if it would allow to win a domination victory as Rome or Egypt, without ever switching Age... then why not allow this kind of gameplay???
