Is there certain thigs you must do in order to edit the rules on a created map, because whn I pull down the rules menu all the options are grayed in and unselectable.

Well, my minds failing me as we speak...damn mayonaise 
But under one of the menus is an option that says 'Use standard Rules' or something to that effect. Un-tick it

My copy of Civ3 doesnt have an editor. Am I in the minority here ?
Or is that the position most people are in ?

I got the tin-box Limited Edition, but I'm pretty sure it's in the standard version, too. Maybe you're just missing the shortcut. Go to your installation directory and look for Civ3Edit.exe

Yep they all come with the ed. Browse your cd if it wasnt auto installed. you will find it.
