When I saw the social policy "Educational Elite" that occasionally gives you great people I was very intrgiued to find out how it was.
This game was as Egypt on Emporer level on Epic. I unlocked the policy on turn 374 and became Allies with 17 City States; 3 Militaristic, 4 Cultured, 8 Maritime and maintained the alliances.
After turn 463 - so 89 turns - I had only received 2 Great People - both Great Merchants. I got them both from Militaristic states.
Considering the amount of money needed to sustain 17 City-State alliances I think the return is a little on the harsh side. Maybe the Great People are handed out on a per-50-turns basis collectively say rather then per-City State.
I wonder if anyone has tried to utilise this social policy and have they had any success and which types of GPeople do you get mostly?
