i did some testing on the affect of number of CS allies on gp gift from educated elite... here's the data i gathered. standard/pangea/deity. the numbers are turn on which gp was gifted

1 ally: 19, 60
6 allies: 14, 50
12 allies: 7, 35
18 allies: 4, 31, 63

i also tried a couple maps with varying number of cs to see if the gains were percentage based:
1/1 ally: 19, 56, 94
20/28 allies: 1, 33, 60
28/28 allies: 1, 29, 60

and finally, a game where i forgot to choose patronage until after the first turn:
28/28 allies: 16, 44, 74
reloaded from turn 10 autosave (new random seed on): 16, 48

it looks like it takes about 40 turns per great person with one ally each additional cs ally cuts about 1 turn off with a cap of 10 (30 turns). the first gp you get has some special rules, it looks like it takes half as much as normal, and has a rolling counter that starts the turn you get allies.
 
Question:

When do the turn count to get GP start?
It is when I begin the game?
It is when I get Educated Elite?
It is when I get an ally CS?

i can't say conclusively, but it looks like it's the turn you start allying city states.
i say this because
i allied 28 cs and got educated elite that turn, gp next turn.
i allied 28 cs and got educated elite next turn, gp in 15 turns (half the 30 counter)

it's pointless though because i don't think you could keep track in a real game. in any average game i'd expect gp in about 10 turns from purchase of educated elite.
