The founding of the city will be Internal Affairs - I don't even know if there's a Settler in the queue anywhere. The question is do we hold up making peace if the terms are good as the city hasn't been founded yet? The instructions say to stop the chat rather than make peace immediately, so we could always decide at that point not to make peace to give us a bit more time to found the city.

My plan is as follows:

1. Hurry market in Cijam (112 gold).
2. Build settler in Cijam (4 turns).
3. Use settler to found city sw of fish (5 turns).
   [/list=1]Thus we "need" war for 10 turns. We might shorten the settler production to 3 turns by hurrying the settler for another 48g.
   
   I have the following problems:
   1. There is no Senate thread to ask for the money.
   2. There is no IA thread to suggest the settling business.
      [/list=1] Thus I will include my above proposal in the Audiac turnchat instructions and hope that they will be executed.

Poll is up for conditions for peace here. It has 2 options 2 choose from, with and without founding the new city.

edit: @ tao - I have requested funds in the Presidental thread for building Embassies as it seem likely that there will be no senate instructions posted and as such will be left to the President. In the same way if there are no IA instructions posted, you produce a Settler, and Option 2 (build the city first) wins in the polls it will be up to Boots to carry it out.
