Elizabeth REALLY wants open borders

I've never seen an AI propose such a lopsided deal for open borders. I had 2 coastal cities on the edge of the continent, not blocking access to any part of the map. Of course I said yes!

I have been offered a stack of 5 coal for open borders before. I've also been offered 5 gold and open borders for my open borders. So that isn't entirely surprising, but still quite rare.

I get these kinds of deals quite a lot from a few civs at the start. They obviously want to get to something. Maybe you have a valuable resource nearby that you haven`t claimed yet. But if you say no too often they start to consider war.

Although not common it isn't rare to see such one sided open borders proposals. Since last years Fall patch the AI has been programmed to ask for open borders a lot more.
I suspect Lizzy wants to scout your lands to see your military, plonk a city in the most inappropriate place and then DOW you.
