ok so im playing a deity game and the elohim took an early and commanding lead, have vassalized 4 other nations and are on friendly terms with everyone. with 4 cities, pops: 21 15 15 & 14, he is managing to have about 120 units in his capital and around 15-20 on his other 3. How is he affording this? I will also mention that while having 2 cities in the early game he had about 92 vicar in his capital. I know its supposed to be hard(that's what she said) but do they have any military upkeep at all on deity?
 
Not sure on upkeep, but remember that after they capture a city from another civ they can build that civ's capitol. This can provide a commanding early advantage due to the increase in commerce, decrease in maintenance and access to three free mana types. In games where the AI uses this, I tend find them very challenging opponents. In games where they don't, they get steamrolled.

Another devastating combo is if their first captured city belongs to the Clan. Warrens for a civ with none of the penalties = insane.
 
Regarding Deity level, I've always thought the AI's must have greatly reduced maintenance costs alongside numerous free promotions and cheaper build costs as early on I often face attacks by 20-30 veteran warriors from civs that have only 3-4 cities of size 6 or less. One time, I discovered on turn 6-7 that a stack of 6-7 combat units was moving towards my city. How did they know I was there and how did they build and maintain 'em?

Regarding the Elohim: I doubt they get free maintenance costs at Deity level. I'm surprised and pleased to hear they're doing well in your game as in most of my Deity games, the Elohim do very poorly - usually they get knocked out in the mid-game after establishing a mediocre state. Seriously, they're rarely a contender for anything except Miss Congeniality. One of the weaker civs for the AI I'd say (and a thread about which civs the AI plays well, suggested many people rarely saw a powerful AI Elohim civ) and if they're getting free maintenance, they're not making the most of it.
