Embassies and government changes on macintosh

I've got the mac version of Civ III. The Handbook says one "double clicks on the Foreign Ministry icon in your capital city" to pop-up a menu and establish an embassy. I've managed to get the menu by typing Cmd-E, but have never found the Foreign Ministry. Anybody know where it is or if it exists?

Secondly, the manual talks about changing governments when one gets an appropriate advance, but I haven't found anything that says how to change governments at any other time, and haven't discovered any command key sequence to pop up the menu. Anybody know how it's done?

I suppose the foreign ministry is represented by that little star icon next to the capital's name. It appears after you've discovered writing. That's what you double-click.

As for changing governments, it's done through the domestic adviser screen. Right below the research and lux sliders, there's a box that says what government you're in. Click that and grin (or not) at the Beatles reference.

There is always a white star next to the capital, but once you discover writing, as Piltdown_Fan said, the star fills in to look like a star emblem with lines in it once you establish an embassy in a another civs capital. The same thing with the star happens with the other civs capital to show that you've established an embassy with that civ. When you are at war with a civ that you have an embassy in, the embassy is closed and the filled in star in their capital returns to a white star.

And what Piltdown_Fan said about changing governments is the easiest way. But occasionally, when you discover a new government, a pop-up menu will come on the screen and ask if you want to change your gov't. Be careful about your choice, try to figure out when is the best time to change governments. When you descend into anarchy, you can't produce anything, and the farther you go into the game plust the bigger your empire, the longer the anarchy tends to last.
