So what’s the deal with emergencies?

Indonesia was attacking and converting my peaceful christians for decades on. I had 300+ grievance over her. So I denounced her to go to war to save christianity!
Next turn, I get a notification:
“It is time for you to propose for an emergency because of the religious tensions.” Or something similar...
Clicking on the nitification did nothing and in the WC window, nothing was there to phone everyone for an emergency..
The popup did nothing, although it specifically said that I had to install some kind of emergency proposal in the WC.
Eventually I kept playing and nothing hapoened.

Yeah, I get those unclickable popups too, it appears to be a bug.

Ah too bad.
For a moment there I was hoping of unleashing a world wide holy war through politics

Did you have enough diplomatic favor to initiate an emergency? Takes 30 on epic speed. If I don't have enough, I can't do anything with the pop ups.

Im playing on standard speed and have 400+ favor points

And you also have to put a check mark in the box and click propose at the bottom. A couple of times I've clicked pass thinking it meant pass the resolution. They made this screen more confusing than it needs to be.

But nothing was there to click or checkmark. Only the current active resolution was displayed. I checked (looked into) the resolution window and the diplomacy window
