Should emergencies be declared immediately in response to the triggering event?

I have an issue with the way emergencies are handled in the game currently. While I like emergencies generally and think they add good flavor to the single player game, they currently do not live up to their potential or even their name - there is no urgency to them.

As an example, I was recently targeted by an emergency over having captured an enemy city. I had just captured Wilhelmina's last city, eliminating her, so it made sense - except the emergency wasn't about the last many turns I had spend conquering the Netherlands, but rather a Zulu city I had taken in a previous war. Being the target of an emergency should never make the player say "oh yeah, I guess I did take that city - I forgot." The consequences should be immediate - urgent - an emergency!

I also think that when an emergency is voted on, the targeted player shouldn't get a say - everyone except them should meet. I think this would make emergencies targeting the player more frequent and give the game a bit more of a story. This point, however, is debatable.

I remember this working really well in Civ 5 - something would happen, an emergency would be declared, and it was a clear response to the event. I hope the emergencies - and the world congress in general - will get some love in coming patches.
 
Well, I definitely think the target should get a say. If diplomatic favor can't be used to avoid being targeted by a multi-civ dogpile, then it's not doing its job as a political currency.

I would tend to want the emergency to pop up, but not take place for a few turns. That way the stage can be set for a struggle, not getting ganged-up on while I'm trying to catch a second wind after a successful capture.
 
Turn times are years, someone takes a city, if enough people are annoyed, hell yes, we need warmongering limiting more, still too easy.
They used to be immediate before this silly world congress that says you cannot bring this up for another 50 years. And it gets worse, I have taken 2-3 civs sometimes before it comes up because I have to wait for the world to go medieval on me.

Fighting your way out of an Emergency dog-pile is one of the more challenging and therefore interesting aspects of the game as it stands.
 
Yes this seems like a bug to me, the special sessions come up ages after the event (and not even just pre medieval ones).

The most ridiculous was I converted a holy city, and an emergency was put on the table like 20 turns later when it had already been converted back to the original religion already.
 
I also don't quite understand the mechanic of when I can bring something up. Sometimes I see the notification, but nothing happens when I click it. Sometimes I really can, but I don't know why is it now and not a few turns before...

Sounds like a bug, there are a few on the sidebar notification icons. You should get it next turn as a clicky world icon in white. No click means broke either in time or space (as a programmer eloquently put to me once)
 
To answer the title – yes. And preferably with this sound effect.
 
It's not clear from the OP how much time had passed. The assertion is that an emergency shouldn't happen for a capture that occurred so long ago that the player forgot it.

I would say that a game of Civ can certainly become so noisy and involved that four turns ago is a hazy memory.

So, would be worthwhile to establish what is considered a reasonable time frame. I don't think it should happen immediately.

Well, you can't bring it up. It's presented to you, and you can check the box and submit it for a vote, but doing so does require a token amount of diplomatic favor. Not sure if you will be offered the emergency if you don't possess enough favor (in theory, you should be able to go trade for what you need).

Now, what is really annoying is that one button is labeled "Pass". This word is an auto-antonym. I've clicked it thinking "yeah, pass that resolution!" In actuality, the player is opting to pass on proposing the resolution.
